Until Iran’s barrage of missiles and drones against Israel, the two countries had avoided open military intrusions into each other’s territory. Tehran most often acted through proxies, and Jerusalem via bombing runs and unacknowledged assassinations in the region. Iran’s unprecedented attack this weekend, which failed to kill a single Israeli, has perhaps now opened the clerical regime to a major reprisal. And the best way for Washington to limit the expansion of this conflict is to signal clearly its intention to support an Israeli counterattack. Iran’s internal situation, its memory about past U.S. military action and a conspiratorial worldview all support this strategy.

At the heart of Iran’s aversion to a major conflict are the domestic issues that have been preoccupying the regime. Iran is also facing an economic crisis because of corruption, chronic fiscal mismanagement and sanctions imposed because of its nuclear infractions. At the time, Mr. Khamenei worried that unless the regime got the process right, its Western and domestic enemies would use the vacuum at the top to overthrow the young theocracy. Today, Iran’s Assembly of Experts, a body of 88 elderly clerics, is constitutionally empowered to select the next supreme leader. At a time when the bomb seems tantalizingly close, Mr. Khamenei is unlikely to jeopardize that progress by conduct that might invite a strike on those facilities.

Using the language of French Marxism, they call Israel a Western “colonial-settler state,” and they believe Jews guide American imperialism in the Middle East. In this struggle between good and evil, Muslims have a religious obligation to resist Israel and global Jewry.

This alliance among Iran, the Syrian regime, Hezbollah, Hamas and other radical Sunni and Shiite Arab militias is an expression of the Islamic Republic’s vibrant anti-Western ethos. It’s also a means by which the clerical regime can overcome the enormous damage the Syrian civil war has inflicted on its standing among Sunni Muslims. Fortunately for the clerical regime, its Palestinian proxy in Gaza will be hard to destroy. The farther the Israel Defense Forces advance, the more pressure will mount on the Islamic Republic to expand the conflict.

When the warriors of Hamas broke out of their fiefdom in Gaza to kill and kidnap Israelis, a historic failure of imagination came painfully into view. Prime Minister Benjamin Netanyahu ’s government—and many in the country’s security and intelligence agencies—had seen the Palestinians as a manageable problem. Israelis were certainly aware of the growing missile threat from Gaza. The Israeli army and air force had ripped into Gaza in 2014 to destroy, among other things, missile factories. They knew that Hamas’s relations with Iran, which has developed great skill in missilery, had deepened.

Iranian Nationalists Reject the Regime

In Washington’s liberal foreign-policy circles, it has long been accepted that any significant foreign military action against Iran would be counterproductive. Iranian nationalism would kick into gear, turning opponents of the regime into angry patriots. Iranian hard-liners would become more recalcitrant, foreclosing the possibility of reform. But 44 years after the Islamic revolution, it’s no longer true that Iranian nationalists support the status quo. The mullahs have done much to anger the Iranian people since 1979 and little to win them over.
